Description

The United States Transportation Command (USTRANSCOM) is seeking non-federal partners to consider for entry into Cooperative Research and Development Agreements (CRADAs) to produce study results illustrating the uses, limitations, and delivered value of emerging technology for USTRANSCOM. The studies will focus on maritime autonomous surface ships (MASS) and their potential applications in support of Department of War (DoW) materiel distribution needs across global supply chains. Interested parties are encouraged to respond with white papers discussing their approach to studying topics related to MASS, including current state-of-the-practice, strategic projections, and operational feasibility. The white papers should also include descriptions of the company's unique capabilities and services, proposed outputs of the collaboration, and resources to be supplied by the Collaborator during the CRADA. Some key points to consider include: • The CRADAs are expected to be in effect for approximately a 2-year period. • USTRANSCOM may provide access to government subject matter experts, DoW facilities, and other assets for demonstration and development in realistic environments. • The Collaborator(s) and USTRANSCOM will draft and seek to finalize specific CRADA objectives and language collaboratively via discussions/mutual agreement after white paper selection. • No funding is available from the government to cover white paper preparation or submittal costs, or to cover discussions, facility visits, or any other Collaborator costs of preparation for or participation in a CRADA.

Budget estimate

$500,000 – $5,000,000

Given that this is a Request for Information and not a solicitation for a procurement contract, it is difficult to estimate the budget. However, considering the scope of the project and the potential applications of maritime autonomous surface ships, the budget could be substantial. The fact that USTRANSCOM is seeking non-federal partners for CRADAs suggests that the government is willing to invest in research and development in this area. A rough estimate for the budget could be in the range of $500,000 to $5,000,000, depending on the scope and duration of the project. Factors that may influence the likely payment range include the complexity of the research, the number of partners involved, and the resources required to complete the project.
