TA CONTRACTOR TO WRITE SPECS FOR RFP MIS

The South Carolina Department of Public Health seeks a qualified technical‑assistance contractor to develop the full specification package for a future RFP that will procure Maintenance & Operations services for the state’s WIC Management Information System (MIS). The contractor will document the existing system, perform a gap analysis, draft and refine a detailed Scope‑of‑Work, support the Food and Nutrition Service (FNS) approval process, and provide evaluation support when the subsequent RFP is issued. The work is to be performed remotely, with deliverables due within a 12‑month period starting June 2026. • Deliver a comprehensive System Documentation Report and Gap‑Analysis Report within the first 2‑3 weeks of contract start. • Produce a Draft Scope of Work by weeks 4‑5, a Revised Scope of Work by week 6, and a Final Scope of Work after FNS approval. • Supply RFP‑support materials (evaluation criteria, scoring tools, vendor analysis) and transition documentation for the eventual award. • Maintain strict conflict‑of‑interest compliance; the vendor may not have performed work on the WIC WOW system in the past five years.
