The City of Salina is soliciting bids for the design‑build of a new scale‑house building and entrance improvements at its municipal solid‑waste landfill. The scope includes demolition of the existing scale house and associated utilities, extensive earthwork, grading, new concrete pavement, curb, sidewalks, parking lot, utility installation (water, sewer, storm‑drain, electrical service, diesel generator, conduit for future fiber), fencing, lighting, gate operator, and landscaping. The contract will be awarded on a firm unit‑price basis and must be completed with substantial completion by 31 December 2026. • Demolition of existing scale house, truck scales, and fence; removal of utilities. • Site‑wide earthwork (≈ 5,340 CY cut/fill), grading, erosion‑control, and new concrete pavement (≈ 100 k SF). • Installation of new utilities (4‑in. water & sewer lines, 2‑in. conduit, septic tank, diesel generator). • Construction of a new scale‑house building, steel deck scales, catwalks, lighting, remote‑operated gate, and site‑security features. • Landscaping, seeding, mulching, and optional PDA‑related erosion‑control items.
