Description
The City of Rochester seeks a contractor to execute comprehensive civil‑infrastructure improvements at the Columbus Avenue and Summer Street intersection. The scope includes installation/relocation of storm‑water treatment facilities, drainage structures, water mains, traffic signals with controllers and pedestrian equipment, curb and sidewalk work, roadway reconstruction and paving, plantings/landscaping, and assorted ancillary improvements. The project also incorporates a set of fixed allowances for fuel, asphalt cement, and contaminated‑soil remediation, as well as specific requirements for railroad‑right‑of‑way coordination, detailed pipe‑sleeve installation, and extensive testing and quality‑control procedures.
• Civil works: earthwork, utility relocation, storm‑water, water‑main installation, and pavement reconstruction.
• Traffic‑signal upgrade: new controller, LED signal heads, pedestrian stations, pre‑emption equipment, and communications infrastructure.
• Specialty items: 24‑in. steel pipe sleeves, granite curbing, contaminated‑soil management, and railroad coordination.
• Fixed allowances: $20 k fuel, $10 k asphalt cement, $5 k contaminated‑soil.
