The Air Force Research Laboratory (AFRL) is issuing a two‑step Broad Agency Announcement to advance artificial‑intelligence (AI) and distributed command‑and‑control (C2) technologies for the Department of the Air Force. The effort is open‑ended through 30 August 2028 and seeks white‑paper submissions (3 pages) that address one or more of the defined Technical Areas, ranging from AI battle‑management and federated AI toolboxes to generative AI for C4I and tactical signal‑detection AI. Selected white‑paper authors will be invited to submit full technical and cost proposals for potential awards up to 48 months, with individual award values typically between $200 K and $20 M under a total ceiling of about $99 M.
• Scope includes research, development, integration, testing, and evaluation of AI‑enabled, distributed C2 concepts, including AI model lifecycle management, federated AI pipelines, and AI‑driven wargaming agents.
• Eight Technical Areas are defined (TA 1–TA 8), each with a dedicated Technical Point‑of‑Contact; TA 3 has been removed, and TA 11 added in later amendments.
• Eligibility is limited to qualified U.S. entities; foreign participation is closed except for unclassified fundamental research. Awards may be FAR‑based contracts, grants/cooperative agreements, or Other Transactions.
