Description
The Rhode Island Housing and Mortgage Finance Corporation (RIHousing) is seeking a professional consulting firm to prepare an application for the anticipated 2026 funding round of the Continuum of Care (CoC) program and Youth Homelessness Demonstration Program (YHDP). The selected firm will be responsible for reviewing and summarizing the criteria and procedures relative to the 2026 CoC grant competition, providing training and support specific to YHDP requirements, and preparing and submitting the application on behalf of the Rhode Island Continuum of Care (RICoC). The scope of work includes attending webinars and conference calls, conducting information sessions, evaluating the merits of the RICoC's preliminary plan, and providing training and technical assistance to RIHousing and local grantees.
• The CoC program provides funding to support rental assistance and supportive services projects for persons experiencing homelessness.
• The YHDP program provides funding to support projects that address youth homelessness.
• The selected firm will be responsible for ensuring the security and confidentiality of personal information specific to RIHousing customers.
• The firm will be required to comply with Chapter 27 of Title 17 of the Rhode Island General Laws, Reporting of Political Contributions by State Vendors.
• The firm will be required to certify that it has not made any inquiries or contacts with respect to this RFP other than seeking clarification on the scope of work.
