South Carolina’s Department of Health and Human Services is seeking a qualified consulting firm to provide third‑party consulting services that assess and improve the financial, operational, and knowledge‑management aspects of the state’s Replacement Medicaid Management Information System (RMMIS) program. The contractor will produce a management report with recommendations, conduct analyses of cost‑saving opportunities, and support ongoing SCDHHS IT projects through a series of fixed‑price, task‑order statements of work. The contract is a one‑year IDIQ with four optional one‑year renewals, allowing up to five years of work, and the total anticipated budget for all task orders is $35 million.
• Provide consulting services covering operational management, financial management, and knowledge‑management for the RMMIS and related SCDHHS IT initiatives.
• Deliver a detailed management report and subsequent task‑order deliverables; all work performed within the United States.
• Must meet minimum experience (≥5 years on $100 M+ system‑implementation projects), hold required insurance, complete HIPAA Business Associate Agreement, and submit the required security questionnaire (SPSAQ).
• Pricing is fixed‑price per SOW with hourly rate cards; no technical proposal required at offer stage.
• Contract start 1 July 2022, initial term 1 year, with four optional 1‑year extensions (max 5 years).
