Description

South Carolina State University is seeking a qualified consulting firm to provide on‑demand advisory and advocacy services that support the university’s federal funding efforts, legislative monitoring, and general government relations. The contractor will act as a strategic partner, delivering research‑funding guidance, federal liaison assistance, policy tracking, and occasional travel to meet with federal officials. The effort is structured as an “as‑needed” hourly‑rate contract with a five‑year term, renewable annually unless the State provides notice. The solicitation requires vendors to submit a fixed‑price bid that includes an hourly rate not exceeding the tiered maximum based on experience. • Provide funding‑related advisory services, including grant paperwork, legislative deadline compliance, and identification of state‑priority projects. • Conduct federal government relations activities such as outreach to agencies (NSF, USDA, DOE, DoD, etc.), arranging meetings, and drafting supportive legislation. • Monitor and report on legislative, regulatory, and grant‑program developments; deliver monthly progress reports and final project summaries. • Travel (reimbursed per GSA rates) to represent SCSU at federal events or conferences; all deliverables become university property.

Budget estimate

$750,000 – $2,500,000

The solicitation caps hourly rates at $150 (Tier 1) to $325 (Tier 3). Assuming a moderate workload of 200–500 billable hours per year over the five‑year term, total compensation could range from roughly $300,000 (200 hrs × $150 × 5 years) to $2,600,000 (500 hrs × $325 × 5 years). Additional travel reimbursements may add modestly. Therefore a reasonable estimate is $750,000 to $2,500,000 for the full contract.
