Central Washington University is seeking an experienced, independent investment advisory firm to provide comprehensive fiduciary consulting for its retirement plans (the CWU Retirement Plan and Voluntary Investment Plan). The selected vendor will act as a Registered Investment Adviser, delivering ongoing investment manager research, fee benchmarking, quarterly reporting, and governance support, while ensuring compliance with public‑sector fiduciary standards. The contract is initially three years with the possibility of annual extensions up to a total of eight years. • Provide independent advisory services, including investment‑manager due‑diligence and fee analysis, for the university’s defined‑contribution retirement plans. • Maintain and update the Investment Policy Statement, produce quarterly investment performance reports, and support the Retirement Committee with meetings and fiduciary‑governance training. • Demonstrate RIA status, robust cybersecurity practices, and independence from proprietary products; meet extensive insurance, non‑discrimination, and vendor‑diversity requirements.
