The U.S. Navy is seeking a contractor to design and produce flat railcars for transporting Active Inert Missiles. The contractor will be responsible for providing the new design and manufacturing services, meeting the Association of American Railroads (AAR) requirements, and delivering the flat railcars on a firm-fixed-price (FFP) basis. The contract is a 5-year indefinite-delivery, indefinite-quantity (IDIQ) contract, and the Navy intends to award it on a 100% small business set-aside basis. • The contractor must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP). • The contractor must meet the AAR requirements for the design and production of the flat railcars. • The contract will be awarded on a firm-fixed-price (FFP) basis. • The contractor will be responsible for delivering the flat railcars on a FOB Destination basis.
