Description
The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) is issuing Research Announcement 12 to fund pipeline‑safety research projects via Other Transaction Agreements (OTAs). Eligible entities must be registered in SAM, complete PHMSA’s online registration, and submit a full proposal (including Appendices A and B) in PDF (with an Excel milestone schedule) by the deadline. PHMSA will evaluate proposals for technical merit and relevance, may fund any number of projects, and will reject duplicate work. All proposals are treated as competitive, confidential information.
