The Defense Threat Reduction Agency (DTRA) is soliciting innovative proposals for technologies to meet the mission of countering and deterring weapons of mass destruction (WMD) and emerging threats. The agency is looking for proposals in five thrust areas: understanding current and emerging WMD situations, threats, and capabilities; enabling effective and integrated WMD deterrence; developing offensive capabilities; protecting the force and mitigating WMD crises; and enabling cross-cutting capabilities. Proposals should focus on research and development of technologies in the technology readiness level (TRL) 1-7 range, with solutions striving to meet a TRL in the range 3-7. The BAA is a competitive solicitation, and formal requests for proposal will not be issued.
* Key features of the opportunity include:
• A multi-year solicitation with proposal calls released on an annual basis
• A two-phased proposal process, with Phase I proposals consisting of a quad chart with white paper, and Phase II proposals consisting of full proposals
• The possibility of awarding Cost and Cost-Plus-Fixed-Fee (CPFF) contracts, as well as Fixed-Price contracts
• A preference for proposals in the higher end of the funding range, with individual contracts expected to be in the range $500,000-$5,000,000 over the full period of performance
• The potential for collaboration with Government laboratories and Federally Funded Research and Development Centers (FFRDC)
