Notice of Intent to Sole Source - Polar EUMETSAT/NEON Ground Station Precast Concrete Foundations

The National Oceanic and Atmospheric Administration (NOAA) is seeking to sole source the purchase of five pre-cast concrete antenna foundations for installation at McMurdo Station, Antarctica. The foundations are a proprietary design of Pre-Con Products, and the contract is expected to be awarded on a firm-fixed price basis. The delivery date for the contract is no later than 1 December 2026. The project involves the development and deployment of additional data acquisition service capabilities at McMurdo Station to support new mission requirements for NEON Series-1 and NEON Partnership missions. The key aspects of the project include: • The construction of up to five commercial-class receive-only satellite ground station antennas and related infrastructure • The provision of pre-cast concrete antenna foundations with a proprietary design • The installation of the foundations at McMurdo Station, Antarctica • The delivery of the foundations no later than 1 December 2026 The project is critical to the nation's ability to pre-emptively respond to extreme weather events, and the acquisition of the foundations is necessary to support future NOAA LEO and partner missions.
