INDEPENDENT POLICE AUDITOR

The City of Vallejo is seeking an Independent Police Auditor (IPA) to provide oversight, investigative review, policy analysis, and reporting on serious incidents, bias incidents, and other police-related matters. The IPA will attend scenes, interview witnesses, review investigatory reports, advise on policy and training changes, assist with annual reporting, and may issue subpoenas when necessary. This role requires advanced qualifications in criminal justice, law, or related fields, with experience in police policy, procedural rights, and human resources. The consultant must obtain a City business license, carry required insurance, and pass a background check. • Attend and observe “Serious Incidents” and develop notification protocols with the Chief of Police. • Review final investigatory reports (serious and bias incidents) and provide recommendations to the Police Oversight Commission and Chief of Police. • Advise the City on policy and training modifications, prepare annual and ad‑hoc reports, and exercise subpoena authority when record requests are ignored.
