The Federal Aviation Administration (FAA) is seeking proposals from non-towered airports to support the planning, development, and deployment of Remote Tower Systems (RTSs). The FAA will use the proposals received in response to this RFP to evaluate the following criteria: technical approach and price in support of its acquisition strategy and potential award of an Agreement or contract. The purpose of this RFP is to solicit proposals from non-towered airports that provide small or rural community air service to support the FAA’s implementation of Remote Tower Systems (RTSs).
• The FAA has roughly $36 million available to allocate for implementing RTSs at qualified non-towered airports.
• The remote tower system may cost between $4-$10 million.
• The FAA seeks to identify qualified Offerors and partner communities that demonstrate strong technical capability, organizational readiness, and a commitment to advancing aviation technology and improving air traffic management through collaborative cost-sharing arrangements.
• The FAA will evaluate proposals using a best-value tradeoff approach, considering technical approach and cost/price.
• The FAA may conduct discussions with one, some, or all of the offerors and request Final Proposal Revisions (FPRs).
