The State of Hawaii Department of Human Services is seeking qualified providers to deliver Home Visiting Services to families with children ages 0‑5 across all Hawaiian islands. The program uses evidence‑based models (Healthy Families America – Child Welfare Adaptation and Parents As Teachers) to conduct screenings, assessments, and family‑centered support in the home environment, aiming to reduce parental stressors and prevent child maltreatment. Five separate one‑year contracts (East Hawaii, West Hawaii, Kauai, Maui County, and three Oahu sub‑regions) are available, each funded at a predetermined amount for the State fiscal year. Providers must meet child‑welfare service qualifications, submit detailed work plans, staffing plans, and financial proposals, and comply with Hawaii’s procurement, tax, and labor regulations. An orientation is offered on 10/19/2026; questions are due 10/20/2026; proposals are due 11/13/2026 via the HIePRO system. Award expected 11/28/2026 with contract start 12/28/2026.

• Mandatory deliverables: Screening & assessment reports, individualized family plans, regular home visits, coordination with health/education services, quarterly activity reports, financial reporting, quality‑improvement documentation
• Compliance: Hawaii General Excise Tax, worker’s compensation, unemployment insurance, health care act, certification of good standing, transaction fee 0.75% (max $5,000)
