Description
The Hawaii Tourism Authority (HTA) seeks qualified firms or individuals to design, implement, and manage a Visitor Assistance Program (VAP) for Maui County. The program must provide rapid, coordinated assistance to visitors experiencing crises such as crime victimization, medical emergencies, airline issues, loss of identification, or other adverse situations. Services include emergency medical support, liaison with law enforcement, airline coordination, visitor information, emotional support, education, and preventative health‑safety initiatives. The contractor will be responsible for program promotion, development of protocols, staffing or subcontracting as needed, reporting, and delivering monthly, quarterly, and final performance reports.
• Scope includes crisis response, case management, and preventive outreach for visitors in Maui.
• Required deliverables: program design, operational procedures, staffing plan, coordination with local agencies, regular reporting templates, and final financial reporting.
• Contract is a single‑job award (quantity 1) with a submission deadline of 11/16/2026.
• Vendor must be registered in Hawaii’s HIePRO system and comply with state tax and labor statutes.
• Transaction fee of 0.75% (max $5,000) applies to the award amount.
