Description

The District Department of Transportation is seeking a qualified contractor to replace traffic‑signal controllers and conflict‑monitor units at 1,584 signalized intersections (Phase 1). The work includes removal of existing equipment, installation of Advanced Transportation Controllers (ATCs) and Conflict Monitor Units (CMUs), programming, bench‑testing, field acceptance testing, and warranty support. The contractor must meet rapid defect‑correction windows, transfer manufacturer warranties, and operate within standard business hours. No bonding or mobilization costs are required, and the project timeline will be coordinated with DDOT to accommodate a 3‑4‑month lead time for controller procurement.

Budget estimate

$5,000,000 – $20,000,000

No ceiling price is disclosed, but replacing 1,584 controllers with ATCs and CMUs is a substantial capital project. Assuming an average unit cost (hardware, installation, programming, testing, and warranty support) of $7,000–$12,000 per intersection, total contract value could range from roughly $11 million to $19 million. Adding overhead, travel, and contingency could push the upper bound toward $20 million. Therefore a plausible budget estimate for the contractor is $5 million – $20 million, depending on the pricing strategy and any optional services.
