Pleasant Valley and Cork Turn Lane

The City of Winchester is soliciting bids from qualified contractors to provide all labor, equipment, parts, supplies, tools, transportation, and materials necessary to complete the Pleasant Valley and Cork Turn Lane project. The project includes demolition of existing sidewalks, curbing, and storm structures, saw cutting existing pavement, grading and excavation, installation of new storm sewer inlets and piping, sidewalks and handicap ramp, and a paved turn lane with curb and gutter. The contractor will be responsible for completing the work within 60 calendar days following the Notice to Proceed, with construction beginning on June 1, 2026, and completion by July 31, 2026. Key aspects of the project include: • Demolition and removal of existing structures • Installation of new storm sewer inlets and piping • Construction of sidewalks and handicap ramp • Paving of turn lane with curb and gutter • Compliance with all applicable laws, regulations, and standards, including VDOT Road and Bridge Specifications and City of Winchester Public Services Standards Manual The contractor will be required to provide performance and payment bonds, as well as proof of insurance and workers' compensation coverage. The city reserves the right to reject any and all bids, and to negotiate with the lowest responsive and responsible bidder.
