DOER NOI-ENE-2026-023 Due Diligence Posting of NOI

The Department of Energy Resources (DOER) of the Commonwealth of Massachusetts announces its intent to issue a contract to Rise Engineering (Rise) because the offer presented by Rise constitutes a proprietary product pursuant to the Commonwealth’s Due Diligence Posting policy. The contract is for an amount not to exceed $8,000,000, funded by the Merrimack Valley Renewal Fund (MVRF), to integrate MVRF funding into the Mass Save programs that serve small businesses and residential low-moderate income eligible multi-family programs in Andover, North Andover, and Lawrence. Key aspects of the project include: • Rise will manage the Mass Save program for small businesses and residential customers in the affected communities. • Rise will provide funding for efficiency, electrification, and barrier mitigation measures above and beyond what Mass Save will provide. • The contract will enable more buildings to become more efficient or install heating systems that don’t use fossil fuels.
