Description

The City of Richmond Hill is seeking a qualified development team to acquire, stabilize, rehabilitate, and adaptively reuse the historic Community House (c. 1936) and its 1997 chapel addition. The team must demonstrate experience in historic preservation, financing, and complex redevelopment, and will be evaluated on rehabilitation expertise, proposed end‑use, community benefits, implementation plan, and references. No purchase price or detailed financial proposal is required at this stage; the City may offer fee waivers, zoning flexibility, tax incentives, and expedited permitting. • Property: 10512 Ford Ave, Richmond Hill, GA – 1.42 acres, 10,538 sf historic house + 2,374 sf chapel, vacant, commercial‑specialty zoning. • Scope: Immediate structural stabilization, full historic‑standard rehabilitation, and creation of a sustainable public‑access use (e.g., event space, community programs). • Deliverables: Qualification statement, team experience, three comparable project case studies, conceptual reuse plan, implementation timeline, preservation approach. • Incentives: Possible fee waivers, reduced permitting, parking variances, alcohol‑sale permission, tax‑reduction period, and assistance with historic‑preservation tax credits. • Schedule: RFP issued Sep 1 2026 → Offerors’ conference/site visit Sep 22 2026 (optional) → Questions due Oct 6 2026 → Proposal deadline Nov 2 2026 (hard‑copy only). • Evaluation weights: 30 % historic rehab experience, 25 % feasibility of end‑use, 20 % public accessibility/community benefit, 15 % implementation plan, 10 % references/capacity. • Post‑submission: Interviews, possible negotiations, and a later detailed financial proposal may be requested.

Budget estimate

$2,000,000 – $5,000,000

The RFP does not disclose a fixed contract amount. Based on the size of the building (≈10,500 sf), historic‑preservation scope, and typical costs for adaptive‑reuse projects in Georgia, the total development budget (including acquisition, stabilization, rehab, and soft costs) is likely in the $2 million‑$5 million range. The City’s incentives (fee waivers, tax reductions, possible historic‑tax‑credit assistance) could reduce the net budget to the developer, but the overall financial exposure for the project is expected to fall within this band.
