The Platform One Solutions Marketplace (P1SM) is a DoD‑wide, long‑term open solicitation that invites U.S. companies, non‑profits, universities, and individuals to submit video‑based pitches of hardware, software, or services that align with one or more of thirteen strategic focus areas (e.g., Agile training, cloud operations, DevSecOps, edge computing, identity management). Submissions are accepted continuously from 23 Sep 2024 through 29 Dec 2027, grouped by calendar month with a hard deadline of 12 noon EST on the last day of each month. Each video (max 5 minutes) must address problem identification, solution description, impact, differentiation, and pricing model. The marketplace operates under a post‑competitive framework, allowing awarded solutions to be placed in a public “marketplace” and later procured via rapid acquisition pathways. No funding ceiling is set; the Government will determine fair and reasonable price after assessment. The solicitation is managed by Platform One with The Applied Research Institute (ARI) as marketplace manager.
• Open to all U.S.‑based firms and qualified foreign research entities; no specific size restriction.
• Mandatory submission package: 5‑minute HD video (.mp4 ≤ 5 GB) plus a structured form (entity name, UEI, size, TRL, etc.).
• Evaluation based on scientific feasibility (35 %), DoD operational impact (15 %), differentiation (25 %), and pricing model (10 %), among other criteria.
• No reimbursement for preparation costs; all proprietary or export‑controlled content must be excluded.
