The City of Sugar Land is seeking a Master Developer to partner in the redevelopment of the Imperial Historic District, a 40-acre site with historic buildings and potential for mixed-use development. The City has bold expectations for the project, which should be authentic to Sugar Land, rooted in its history, and unlike anything else in the region. The Master Developer will be responsible for contract negotiations, development schedule and scope of work, development budget, public engagement, planning and design, entitlement process, financing, construction, and management of leasable properties. The City is looking for a developer with experience in mixed-use projects of similar size and scope, and the ability to demonstrate sufficient financing capacity to complete the development.
Some key points about the project include:
• Approximately 40 acres total, including 18 acres of land containing historic structures, along with approximately 22 acres of undeveloped land.
• Flexible land-use and economic development tools available to support redevelopment.
• Continued support as a top priority project for City Council.
• The site benefits from direct adjacency to U.S. 90A and convenient access to major regional corridors.
• Historic assets of regional significance, including the Char House, 3-Bay Warehouse, Container Warehouse, Engineering Building, and silos.
• Adjacency to Oyster Creek, a defining natural waterway in Sugar Land, offering opportunities for waterfront-oriented placemaking and activation.
• Available conditions assessments and environmental studies of the Imperial Historic District property.
• Proximity to key community anchors and destinations, such as Constellation Field, Sugar Land Regional Airport, and surrounding master-planned and historic neighborhoods.
The City is committed to facilitating the redevelopment of the Imperial Historic District and is willing to utilize various economic development tools to support the project.
