The NGA BIG‑ST BAA Topic 07 “LASER” seeks a single awardee to develop an AI/ML‑driven automatic detection system for man‑made objects using ICESat‑2 photon‑level data and GEDI lidar data. The effort includes algorithm refinement, creation of a containerized prototype, and delivery of full software documentation, with performance metrics of > 75 % probability of detection, < 25 % probability of error, and ± 1 m vertical accuracy for underwater targets. The contract runs for a 15‑month period (mid‑February 2027 end) and includes a three‑month transition support. Funding for Phase 2 is capped at $854 K, with no cost‑share required. The contractor must provide bi‑weekly status reports, multiple demos (object‑detection demo 90 days before completion, AI/ML demo 30 days before), a final demonstration, and a final technical report. No new field data collection is required; all ground‑truth data will be supplied by the Government.
