NASA FFRDC at the Jet Propulsion Laboratory - Competitive Procurement Request for Information (RFI) / Sources Sought Notice (SSN)

NASA is seeking market input and capability statements for a future competitive procurement to manage and operate its Federally Funded Research and Development Center (FFRDC) at the Jet Propulsion Laboratory (JPL). The effort will encompass the full spectrum of research, development, programmatic, and institutional services required to sustain JPL’s mission‑critical activities, including deep‑space communications, spacecraft operations, advanced research, facility management, IT, logistics, environmental compliance, and outreach. Interested parties must submit a capability statement by the deadline and may provide feedback on the draft Statement of Work (SOW) by early October. An industry engagement event in late October offers a chance to tour JPL and meet with NASA officials. • Provide comprehensive research, development, and technology‑formulation support for NASA missions. • Deliver programmatic services such as mission‑operations center management, deep‑space communication and navigation, and engineering/safety authority. • Operate institutional functions including facilities administration, IT, logistics, environmental management, and public outreach. • Submit a capability statement (≤ 20 pages) by 24 Aug 2026 and optional feedback on the draft SOW by 14 Oct 2026.
