DOWNTOWN ALLEY IMPROVEMENTS

The City of Wilmington is soliciting a prime contractor to demolish, reconstruct, and upgrade three historic downtown alleys (Quince, Henderson, and Wilkerson). The scope includes removal of existing pavement and curbs, installation of new brick paving, new 4‑in. concrete sidewalks, storm‑drain structures (manholes, PVC pipe, structural bridging), and extensive utility conduit work (electrical, water, sewer, gas, and communications). Coordination with multiple utility owners (CFPUA, Piedmont Natural Gas, telecom providers, Duke Energy) and compliance with traffic‑control, erosion‑control, and safety standards are required. The contract mandates performance and payment bonds equal to the full contract amount, a 5 % retainage on progress payments, and a 14 % subcontracting goal for certified minority‑owned firms. The project must start within 10 days of award and be completed within 180 calendar days.
