Final Remedial Action Plan for 0 Gibbs St

The City of New Haven is seeking bids from Licensed Environmental Professionals to complete Phase III site investigation in order to prepare the final Remedial Action Plan (RAP) for the remediation of 0 Gibbs Street. The City plans to complete remediation of the Property in order for it to be used as a public park. The City has received a grant of $250,000 from the Connecticut Department of Economic and Community Development (DECD), a portion of which will fund the scope of work described here, with the balance devoted to beginning remediation of the Property. • The Property has not been meaningfully utilized since the 1960s. • Soil and groundwater at the Property are contaminated with petroleum constituents and metals due to the historical use of the Property as a commercial cement mixing plant with multiple petroleum aboveground storage tanks (ASTs) and underground storage tanks (USTs). • Some impacts are also attributed to polluted urban fill material, which was likely placed on the Property during its development for commercial use. • The City is looking for a consultant to complete the Phase III site investigation and prepare the final RAP. • The consultant will be responsible for completing all necessary field work, laboratory analysis, and reporting to prepare the final RAP. • The consultant will also be responsible for coordinating with the City and other stakeholders to ensure that the final RAP is complete and acceptable to all parties.
