This Small‑Business Minor B solicitation calls for the design, supply, installation, testing, training, and warranty documentation of a Changeable‑Message‑Sign (CMS) system, its supporting structure, an associated communications network, and a guard‑rail system on State Highway 78 in Imperial County. The contractor must be a certified Small Business and will be awarded to the lowest responsible bidder. The work includes civil, structural, electrical, and traffic‑control tasks, as well as required training for Caltrans staff and compliance with numerous California‑specific certifications and environmental requirements.
• Supply and install a full‑matrix LED CMS sign, its support structure, and all related power, communications (switches, routers, remote‑power‑management units) and camera equipment.
• Install guard‑rail systems and temporary traffic‑control devices (crash cushions, barriers, signage) along approximately 1.17 mi of Route 78, adhering to detailed lane‑closure and holiday‑day restrictions.
• Provide complete civil/structural work (foundations, trenching, conduit, pull‑boxes), testing, warranty documentation, and on‑site training (8 h camera, 16 h CMS) for Caltrans personnel.
