Oakhurst Collection and Waste‑Water‑Treatment‑Plant (WWTP) SCADA Modernization Project

The County of Madera is seeking a qualified contractor to modernize the SCADA system that controls the Oakhurst wastewater collection lift stations and the wastewater treatment plant. The work includes complete removal and replacement of legacy PLCs, I/O modules, radios, power supplies, and operator workstations; installation of new Ignition SCADA software; integration of remote PLCs; and comprehensive testing, commissioning, and training. The contract will be awarded on a lump‑sum basis, with a mandatory pre‑bid site visit and a 180‑working‑day performance period. • Replace all PLC hardware (MicroLogix, SLC‑500, etc.) with new Allen‑Bradley CompactLogix/ControlLogix controllers and associated I/O. • Install new radio communications, power supplies, grounding, conduit, and a central SCADA workstation running Ignition software. • Provide complete engineering, programming, factory and site testing (UFT, SIT, ORT, FDT, SAT) and training for county staff.
