Technical Assistance to Local Government in Implementing Land Use Reform

The Delaware State Housing Authority (DSHA) is seeking a consultant to provide technical assistance to local governments in implementing land use reforms. The goal of the project is to help municipalities adopt zoning and land use strategies that increase the diversity of housing types and promote compact, mixed-use development. The consultant will work with 5 to 8 municipalities to develop and implement selected reforms, which may include allowing accessory dwelling units, manufactured homes, and increased density for housing. The consultant will also conduct public outreach and education efforts to engage local officials and residents in the planning process. Key deliverables include a zoning and regulatory framework analysis, identified barriers and opportunities, draft versions of proposed ordinances and regulatory changes, and monthly updates on progress. • The project is expected to last 9 to 12 months. • The consultant will work directly with each municipality to assist in the development, adoption, and implementation of selected reforms. • The consultant will conduct public participation and outreach efforts to engage local officials and residents in the planning process. • The consultant will provide monthly updates on progress to the Housing Reform Committee. • The consultant will attend evening meetings and regular meetings with local officials and staff as necessary.
