The Oregon Department of Transportation (ODOT) is issuing a competitive, qualifications‑based RFP for a multi‑year Price Agreement (PA) to provide statewide transportation‑land‑use planning services in 2027. The PA will serve as a master contract under which ODOT may issue individual Work Order Contracts (WOCs) for a variety of planning disciplines, each expected to range from $50 k to $500 k and last 18‑36 months. The agreement has an overall “not‑to‑exceed” ceiling of $100 M, an initial assignment period of three years (extendable to five), and obligates the awardee to deliver professional and related services across five key planning areas.
• Disciplines covered: Transportation System Planning, Public Transportation Planning, Bicycle & Pedestrian Planning, Land‑Use Planning, and Statewide Transportation Plans & Policies.
• Work will be performed statewide, often in coordination with local governments, and may involve long‑range system modeling, corridor analysis, ridership forecasting, multimodal integration, and policy development.
• Proposers must submit a cover sheet, a four‑page General Proposal, and up to 11‑page Technical Proposals per discipline, along with COI disclosures and required certifications; the Subcontractor Solicitation and Utilization Report is no longer required.
• The solicitation includes a pre‑proposal conference on 6 Oct 2026 (optional) and a bid opening on 20 Nov 2026.
• Awarded firms must have the capacity to manage multiple concurrent WOCs, comply with ODOT’s de‑barment, COI, EEO, and sexual‑harassment policy requirements, and retain records for at least six years.
