Description

The Port San Luis Harbor District is seeking a multidisciplinary consulting team to produce a comprehensive Boating Access and Facilities Needs Assessment and Conceptual Plan for the semi‑protected Port San Luis harbor. The study will quantify current and future recreational and commercial boating demand, evaluate existing facilities, identify gaps, and develop conceptual design alternatives with cost estimates and implementation phasing. Deliverables include technical memoranda, market analysis, gap analysis, metocean feasibility, conceptual designs, cost estimates, prioritization, and a funding strategy. The contract budget is $100‑$150 K, with a projected schedule of roughly 6‑9 months after notice to proceed. • Evaluate existing harbor facilities, services, and metocean conditions. • Conduct boating market and demand analysis across multiple user segments. • Identify unmet demand and translate it into facility requirements. • Develop conceptual design alternatives (near‑term, intermediate, long‑term). • Produce order‑of‑magnitude cost estimates and prioritize recommendations. • Provide implementation and funding strategy, including grant opportunities. • Deliver draft and final reports with graphics and data for future planning.

Budget estimate

$100,000 – $150,000

The RFP states a project budget in the range of $100,000 to $150,000. This figure represents the total not‑to‑exceed fee the District expects to pay the consulting team for all tasks, including labor, sub‑consultants, and reimbursable expenses. Because the scope is limited to conceptual planning (no detailed engineering or construction), the estimate aligns with typical market rates for multidisciplinary harbor‑planning firms on a 6‑9‑month engagement. Factors that could shift the final amount include the inclusion of optional tasks, the number of sub‑consultants required, and any additional data‑collection field work the consultant proposes.
