Budget estimate

$500,000 – $8,000,000

The City’s revolving loan fund provides up to $8 M per project as gap financing; developers typically leverage this with additional senior debt and equity. Assuming a mid‑size multifamily project, the developer could net profit ranging from a few hundred thousand dollars to several million, depending on project scale and financing structure. A conservative estimate places potential earnings between $0.5 M and the full $8 M loan amount (which is not revenue but financing that can be used to fund profit‑generating development).
