The U.S. Army Corps of Engineers is seeking a private property owner to lease approximately 1,300 gross square feet of non‑residential office space in Liberal, Kansas. The lease must be fully‑serviced (all operating expenses included) and the Lessor is required to design‑build and deliver the space to meet detailed Construction and Security Specifications, including HVAC, fire protection, accessibility, security systems, and 24‑hour parking for government vehicles. The contract term is up to five years with termination rights for the Government and optional renewal options.
• Approx. 1,300 GSF (minimum 696 NSF) office space required within the Liberal, KS “delineated area.”
• Lessor must provide a turnkey, fully‑serviced lease covering rent, utilities, insurance, janitorial, parking, and all required building systems.
• Must execute design‑build alterations per USACE Construction & Security Specs (HVAC, low‑voltage, security, fire, finishes, etc.) and obtain COE approvals before occupancy.
• Lease term up to 5 years, with Government‑right to terminate with 90‑day notice; possible renewal options per standard USACE lease form.
• Submission deadline October 7 2026; offers evaluated on best‑value (price and technical factors).
