Description

The City of Redlands is seeking sealed proposals to replace approximately 3,300 linear feet of aging sanitary sewer pipelines and associated manholes across its municipal right‑of‑way. The work includes removal, re‑grade, and replacement of 8‑, 10‑, and 12‑inch SDR 35 PVC pipe, installation of Cured‑In‑Place Pipe (CIPP) for sections requiring rehabilitation, construction of new 48‑inch manholes, and full traffic‑control, erosion‑control, and pavement‑restoration measures. The contract will be awarded to the lowest responsive and responsible bidder and will require a 10 % bid bond, 100 % performance and labor‑material bonds, and compliance with California prevailing‑wage rules. • Scope covers pipe removal/replacement, CIPP lining, manhole demolition and new construction, lateral connections, and associated site work (traffic control, erosion control, surveying, testing). • Quantities include roughly 636 LF of 10‑in. pipe, 655 LF of 12‑in. pipe, 893 LF of new 8‑in. pipe, 14 existing manholes to replace, and 14 new 48‑in. manholes, plus associated striping, loops, and bypass work. • Contractor must hold a California Class A or Class C‑34 license, be DIR‑registered, provide extensive safety and insurance documentation, and begin work within 10 days of the Notice to Proceed.

Budget estimate

$800,000 – $1,200,000

The solicitation’s estimated value is $1,000,000. Based on the listed quantities (≈2,200 LF of pipe replacement, 14 new manholes, CIPP lining, and associated civil works) and typical unit rates for PVC pipe installation ($150‑$300 per linear foot) plus labor, equipment, and overhead, a realistic contract value likely falls between $800,000 and $1,200,000. Factors influencing the final amount include the chosen materials, the extent of site-specific utility protection, and any unforeseen conditions addressed under the $150,000 contingency.
