The Metropolitan Council is issuing a master‑type contract for environmental assessment, testing, isolation, removal, and disposal of asbestos‑containing materials and other hazardous substances at any Water Resource Recovery Facility, lift station, or other site within its service region. The agreement will be used on a project‑by‑project basis over the contract period, allowing the Council to call on qualified contractors as needs arise.
• Scope includes site surveys, sampling, laboratory analysis, containment, abatement work, and transport to approved disposal facilities.
• Applicable to all current and future WRRFs or lift stations in the Twin Cities metropolitan area, as well as any other Council‑served locations with suspected hazardous material concerns.
• Contractors must verify subcontractor debarment status and comply with Minnesota state procurement regulations.
