Request for Proposals for Water Resources Department Shiloh Service Lead Line Inventory (FEDERALLY FUNDED)

The City of Asheville is seeking proposals for a comprehensive inventory of water service lines on several streets in the Shiloh Community to comply with the EPA’s Lead and Copper Rule Revision (LCRR). The project will involve hand dug and/or vacuum excavation to expose four inches of pipe on both sides of the water meter. The contractor will be required to use the Survey 123 data collection system and provide tablets/cell phones compatible with the system. The contractor will also be responsible for requesting utility locates and repairing any damaged utilities. The project will involve 517 residential addresses and the contractor will be required to provide a project management plan, traffic control plan, and safety protocols. • The project will be funded through the North Carolina Department of Water Infrastructure's Lead Service Line Replacement Funding Program. • The contractor will be required to provide firm qualifications, project approach, and qualification and similar experience. • The contractor will be required to provide a project team description, including team members, role, office location, involvement on projects, educational degrees, and licenses/certifications. • The contractor will be required to provide a project management plan, including practices of cost control, scheduling, and quality assurance/quality control. • The contractor will be required to provide a traffic control plan and safety protocols.
