Description

The City of Pensacola is seeking qualified firms to provide both planning and quick‑build implementation services for the “Streets Are For Everyone (SAFE) Pensacola” project. The effort consists of two parallel tracks: (1) a rapid‑deployment, low‑cost safety‑countermeasure demonstration on a 2‑mile stretch of Gonzalez Street (quick‑build) and (2) a comprehensive roadway safety audit and Vision‑Zero action‑plan development for the city’s High‑Injury Crash Network. Deliverables include NEPA categorical‑exclusion documentation, condition assessments, concept renderings, pre‑ and post‑implementation crash data analysis, public‑engagement materials, policy recommendations, and final GIS‑based reports. The contract will be awarded after a written qualification review, optional oral presentations, and a public award notice. The work is funded by a FHWA grant (Award No. 693JJ32640109) and must comply with federal, state, and local regulations.

Budget estimate

$1,000,000 – $3,000,000

The solicitation does not disclose a contract ceiling. Based on comparable FHWA‑funded Safe Streets for All projects, a combined quick‑build demonstration (materials, installation, data collection) and a city‑wide safety audit/action‑plan typically ranges from $1 million to $3 million. The lower bound assumes modest quick‑build scope (limited to paint, rubber curbs, signage) and a concise audit; the upper bound reflects extensive public‑engagement, detailed GIS deliverables, and higher material costs. Factors influencing the final amount include the extent of temporary construction, the depth of data analysis, and any required subcontractor labor rates.
