Description

The City of Rancho Cordova is seeking a qualified consulting team to develop a comprehensive Traffic Safety Action Plan (TSAP) using the Safe System Approach, and to update its Neighborhood Traffic Management Program. The effort is funded by a U.S. DOT Safe Streets and Roads for All (SS4A) grant ($500,000) and must be completed before the grant expires in May 2030. The consultant will act as a thought partner, conduct safety data analysis, create a High‑Injury Network, engage stakeholders, and produce deliverables that are implementation‑ready and maintainable by city staff. The scope also includes a data‑software demonstration to test tools that can improve safety decision‑making. The project will run roughly three years, with a formal interview on December 15, 2026 and final award expected February 2027. • Develop a visual, implementation‑oriented TSAP that meets FY24 SS4A requirements. • Produce a High‑Injury Network, safety analysis, equity assessment, and priority project list. • Update the 20‑year Neighborhood Traffic Management Program with modern best practices. • Conduct a data‑software demonstration to identify and test decision‑support tools. • Provide extensive stakeholder engagement, public‑facing deliverables, and accessibility‑compliant materials. • Deliver all final files (GIS layers, graphics, reports) for city use after contract completion.

Budget estimate

$400,000 – $500,000

The RFP states a total budget of $500,000 for consultant services. Assuming the City will fund the full scope, the consultant’s fee is likely to fall near that ceiling. However, typical public‑works consulting contracts allow for some contingency and overhead, so a realistic range is roughly $400,000 to $500,000. The lower bound reflects potential cost‑sharing with sub‑consultants or a leaner scope; the upper bound reflects the maximum budget the City has allocated.
