Description
The Department of Veterans Affairs intends to award a sole‑source, firm‑fixed‑price contract to Altorfer Industries Inc. for the complete replacement of obsolete paralleling switchgear control systems in Building 226 of the Edward Hines Jr. VA Hospital (Hines, IL). The contractor will provide all labor, management, materials, equipment, tools, travel, safety oversight, and incidentals required to remove legacy controls and install Schneider Electric Ethernet‑based PLC processors with Control Expert software, along with associated communication hardware. The scope includes system integration with existing Caterpillar EMCP panels and Eaton Foreseer EPMS, testing, commissioning, as‑built documentation, programming files, and operator/maintenance training. No other vendor possesses the proprietary Caterpillar data needed for this integration, justifying the non‑competitive award.
