RFP Borough Bond Counsel - 2023

The Borough of Atlantic Highlands is seeking an experienced municipal bond counsel to provide comprehensive legal services for all public‑finance matters throughout calendar year 2023. The attorney will handle bond and note issuances, prepare and review financing documentation, advise elected officials, and represent the Borough at closings. Compensation is based on a per‑transaction fee schedule and hourly rates, with the lowest‑price proposal not being the sole evaluation factor; experience, qualifications, and ethics are weighted more heavily. • Must be an attorney with ≥ 8 years public‑finance experience and listed as an Approved Bond Counsel in the “Red Book.” • Required to maintain $1 M general liability and professional liability insurance and certify no NJ Supreme Court disciplinary actions. • Deliverables include bond ordinances, official statements, closing documents, final opinions, and ongoing legal advice for the Borough’s financing activities.
