The District seeks professional design services to create a secure, therapeutic outdoor space for inpatient psychiatric patients at Parkland Health. The consultant will develop programming, conduct site evaluations, design concept and schematic plans, advance designs through development and construction documents, support permitting, assist during bidding, and provide construction‑administration services through project closeout. The effort must accommodate patient movement from the 17th‑floor unit to ground level, ensure safety and supervision, and integrate with existing campus aesthetics without a prison‑like appearance.
• Conduct stakeholder interviews and produce a Program of Requirements.
• Evaluate multiple ground‑level site options and produce a patient route analysis.
• Deliver schematic, design‑development, and construction‑document packages, plus construction‑administration support.
• Coordinate with security, facilities, and clinical staff to meet safety and accessibility requirements.
• Provide all required M/WBE documentation and adhere to Parkland Health’s non‑negotiable contract terms.
