Request for Pre-Qualification (RFPQ) 26-06 Housing Support Program

The Alameda County Behavioral Health Department is seeking to establish a pool of Services as Needed (SAN) contracts with eligible licensed Adult Residential Facilities (ARF) or Residential Care Facilities for the Elderly (RCFE) operators to provide Housing Support Program (HSP) services to adults living with Serious Mental Illness (SMI). The services will be provided in various levels of care, including basic board and care services, specialized care, and dementia care. Bidders must demonstrate their experience and plan to provide these services, including staff training and emergency safety plans. The contract will be awarded based on the bidder's qualifications and ability to provide the required services. Key services and requirements include: • Providing basic board and care services, including meals, laundry, and transportation • Offering specialized care services, such as medication administration, wound care, and dementia care • Demonstrating experience and plans to serve individuals living with SMI • Providing staff training and emergency safety plans • Meeting the requirements of the County's SLEB program, including subcontracting with SLEB-certified businesses if necessary
