Request for Statement of Qualifications (RFSQ) for Substance Use Supportive Services

The County of Los Angeles, Department of Public Health, is seeking qualified companies, providers, and/or agencies to enter into a Master Agreement to provide Substance Use Supportive Services (SUSS) through one or more of the following service categories: Capacity Building, Training and Technical Support Services, Evaluation Services, Harm Reduction Services, Housing and Support Services, Integrated Care and Network Adequacy Services, Outreach and Engagement Services, Prevention Program Services, and SUD Workforce Education and Training Services. The Master Agreement will be effective upon execution and will continue in full force and effect through June 30, 2030, unless sooner extended or terminated. The County will continuously accept SOQs throughout the duration of the Master Agreement period to qualify additional vendors and/or allow contractors to apply for additional categories. • The scope of work includes providing SUSS through one or more of the listed service categories. • The Master Agreement will be executed with all vendors determined to be qualified for the specific category(ies) for which they submit an SOQ. • The County will have the sole option to extend the Master Agreements for five additional years through June 30, 2035. • Vendors must have one consecutive year of experience within the last three years providing SUSS or services equivalent or similar to the service category(ies) for which they are attempting to qualify. • The County will verify unresolved disallowed costs for each vendor.
