Description

The City of Calhoun is seeking a Construction Manager at Risk (CMAR) for upgrades at their water treatment plants. The project involves the construction of new reverse osmosis treatment facilities for PFAS reduction, including MF membranes, RO membranes, clean-in-place equipment, chemical feed systems, and integrated SCADA systems. The CMAR will be responsible for pre-construction and procurement services, as well as construction services. The project is expected to start in October 2026 and last for approximately 920 days. The City of Calhoun will evaluate proposals based on criteria such as experience, past performance, and financial capacity. • The project involves two contracts: Contract A for the Brittany Drive WTP and Contract B for the Mauldin Road WTP. • The CMAR will be responsible for constructing new buildings, installing new equipment, and improving site and yard piping. • The City of Calhoun reserves the right to award the contracts separately or together. • The selection process will involve a two-step process, with the first step involving the evaluation of statements of qualifications and cost proposals, and the second step involving interviews with shortlisted proposers.

Budget estimate

$20,000,000 – $40,000,000

The budget for this project can be estimated based on the scope of work and the duration of the project. The construction of new reverse osmosis treatment facilities, buildings, and site improvements is a significant project that will likely require a substantial investment. The project duration of approximately 920 days also suggests a large-scale project. Based on industry benchmarks, the construction cost for a water treatment plant can range from $10 million to $50 million or more, depending on the size and complexity of the project. Therefore, a reasonable estimate for the budget for this project would be between $20 million and $40 million.
