Time-Adjustment Factor Development

The Department of Revenue is seeking a vendor to assist in conducting complex statistical studies of county assessment rolls to verify property appraisers are valuing property equitably, uniformly, and in accordance with Florida law. The vendor will develop time-adjustment factors by county, property type, and month, to bring the market conditions of property sales to the date of assessment for use in ratio studies. The project will run from July 1, 2026, through June 30, 2028. • The vendor will need to have experience in statistical studies and analysis. • The vendor will need to have knowledge of Florida's property tax system. • The vendor will need to be able to develop time-adjustment factors for industry use in ratio studies of assessment rolls. • The vendor will need to be able to provide services to continue complex statistical studies to verify property appraisers are valuing property equitably, uniformly, and in accordance with Florida law.
