INTENT TO SOLE SOURCE, Skyfora StreamSonde dropsondes, Operational and Technical Support Services

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate a sole-source contract with Skyfora for the supply of Skyfora StreamSonde dropsondes and operational and technical support services. The StreamSonde must meet certain requirements, including measuring core meteorological data parameters, conforming to data format and transmission standards, and being physically and electronically compatible with NOAA aircraft. The contract will be a firm-fixed-price contract. Some key requirements for the StreamSonde include: • Measuring pressure, temperature, humidity, wind speed, and direction • Conforming to World Meteorological Organization (WMO) Standard Format • Providing high-resolution data at a rate of at least 2 Hz • Being physically compatible with existing launcher hardware • Transmitting on a frequency and using a modulation scheme that can be reliably received by the AVAPS on NOAA aircraft • Providing accurate wind data, especially at lower altitudes near the surface
