Saint Mary’s County Public Schools (SMCPS) is issuing an indefinite‑quantity Job Order Contract (JOC) to obtain architectural and engineering design‑consulting services for new school construction, renovations, remodels, and related studies on an as‑needed basis. The contract is a one‑year base period with three optional one‑year renewals (up to four years total) and no guaranteed minimum spend. Firms will be placed in Tier 1 (projects ≤ $2 M) or Tier 2 (projects > $2 M) and may be awarded work in either tier. Services cover full‑cycle design, construction documents, permitting, bidding assistance, construction administration, and post‑construction close‑out, including specialties such as structural, mechanical, electrical, civil, landscape, and specialty systems. Proposals must be submitted in hard copy (technical and price) by 2 PM Sep 2 2026; questions are due by Aug 26 2026. No pre‑proposal conference is required. The award will be based 70 % on technical merit and 30 % on price.
