Transportation Design Services FY26 - Indefinite Quantity Contract

The City of Norfolk Department of Public Works, Department of Transportation is seeking proposals from qualified professional engineering firms to provide transportation-related design engineering and construction inspection services for State and/or Federally funded projects on an as-required basis. The City will select a minimum of two firms, but potentially up to three firms, from this RFP. The selected firm will provide services including design studies and analysis, surveying, geotechnical, cost estimating, construction scheduling, technical specifications, design plans, and bid documents. The firm will also provide additional services including right-of-way services, public outreach services, and construction engineering inspection (CEI) services. • Design and project management of federally funded Locally-Administered design projects • Design and project management of state funded Locally-Administered design projects • Familiarity with transportation related design services in the City of Norfolk • Traffic signal design experience in the City of Norfolk • Right of way services • Public outreach services • Construction engineering inspection services
