The contract is expected to start August 1 2026 and run for two years, with optional renewal periods.
• Deliver an interim briefing (≈ Sept 1 2026), draft report (≈ Sept 15 2026), and final report (≈ Oct 1 2026).
• Provide policy analysis, cost‑benefit modeling, and recommendations for aligning industrialized housing standards with the Maine Uniform Building and Energy Code.
• Conduct stakeholder interviews, prepare up to three presentations, and manage project documentation within a fixed‑price framework.
• Award will be based on lowest‑bid scoring (25 points for the lowest bid, prorated thereafter).
